Instead of mitering the top tube and down tube to the head tube then wrapping to join, could the head tube be formed over a male soluble core? Conceivably the bearing races could be formed by wrapping over the core, then the core material be removed. 3D printed ABS is solvable in acetone. Printed PVA is solvable in some crazy chemical called dihydrogen monoxide... probably made in some nasty factory.
